WASHINGTON – US Senate Majority Leader Dick Durbin (D-Illinois), Chairman of the Senate Judiciary Committee, and US Senator Tammy Duckworth (D-Illinois) announced today that they will begin accepting applications from those interested in serving as judges in the Federal District Court (Northern District of Columbia). Senators will be assisted by a Screening Committee whose task is to review and examine candidates for the District Court and to advise Senators as to the candidates’ qualifications and suitability for the position.

The Committee to Examine Senators for the Northern District of Illinois will be chaired by His Excellency Mr. David Cowar (retired), former US District Judge for the Northern District of Illinois. Other members of the Northern Region Committee are Alejandro Caffarelli, Michael Chu, Kevin Conway, Hersila Conyers, Edward Feldman, Betty Jang, Monica Llorente, Lori Mikva, Zalduinaka (“Z”) Scott, and Karelina Tapia Ruano.

Applicants for the Federal District Court must submit a cover letter, a resume, and a completed transcript of this poll to apps@durbin.senate.gov by 5:00 PM Central Time on Monday, September 11th. Applicants are requested to merge the cover letter, resume, completed questionnaire and any attachments to the questionnaire into a single PDF document if applicable.
The application questionnaire is nearly identical to the one used by the Senate Judiciary Committee and will help provide insight into the candidates’ backgrounds and qualifications. The screening committee will review the candidates and advise senators, who will make recommendations on potential candidates for the president. Once the president submits his candidacy to the US Senate, the nominee will be reviewed by the Senate Judiciary Committee, which Senator Durbin chairs, and he will receive a vote in the committee. If the nomination is approved by the Judiciary Committee, the nomination will be sent to the full Senate for consideration.

His Excellency Mr. David H. Core (retired) (Chairman of the Committee): Judge Kaur served as a US District Judge for the Northern District of Illinois for sixteen years, from 1994 to 2010. He previously served in the Northern District for eight years as a US Bankruptcy Judge and for three years as a US Bankruptcy Trustee. . Judge Kaur has taught for more than a decade at DePaul University School of Law as an Associate Professor of Law and has additionally served as Associate Dean. He has also worked in private practice and as an arbitrator. Judge Kaur received his BA from Syracuse University, his JD from Loyola University School of Law, and his LL.M. from Harvard Law School. He is a veteran of the US Marine Corps Reserves.
Alejandro Caffarelli: Mr. Caffarelli is a prosecuting attorney who, in 2001, founded the employment law firm Caffarelli & Associates Ltd. He is based in Chicago, where he continues to practice employment law in addition to serving on the Employment Law Committee of the American Arbitration Association’s National List of Arbitrators. He is a past president and board member of the Illinois Chapter of the National Association of Employment Lawyers, as well as a former member of the Executive Board of the Illinois Hispanic Bar Association. In 2014, Mr. Caffarelli was appointed by Chief Justice Robin Castillo to the Charitable Advisory Committee of the United States District Court for the Northern District of Illinois. Since 2005, Mr. Caffarelli has also presented for the public interest Legal aid for indigent workers through the ARISE-Chicago community organization, and currently serves on the ARISE Legal Advisory Board. Mr. Caffarelli earned his BA from the University of Michigan at Ann Arbor and his JD from the University of Minnesota, Twin Cities.
Michael Chu: Mr. Chu is a partner in the Chicago office of McDermott Will & Emery and serves as chair of the company’s Racial and Ethnic Diversity Subcommittee. He is also the local chair of the McDermott Intellectual Property Litigation Practice Group. Mr. Chu is the immediate past Chairman of the Board of Directors for Asian Americans Advancing Justice – Chicago (2013-2020) and is the past President of the National American Bar Association for Asia and the Pacific (2004-2005). He received his BA from the University of Illinois in 1989 and his JD from the College of William & Mary in 1992.
Kevin Conway: Mr. Conway is a partner at the Chicago law firm Cooney & Conway. His practice focuses on mesothelioma, mass tort, wrongful killing, and catastrophic injury cases. He is a fellow of the International Bar Association and the American College of Trial Lawyers, and a past president of the Illinois Trial Lawyers Association. He is also past president of the Daniel Murphy Scholarship Fund, past president of the Celtic Law Society of Chicago, and a board member of the Advocates for the Creative Arts. He received his BA and JD degrees from Loyola University Chicago.
Hershella Conyers: Professor Conyers is the Lillian E. Kramer Clinical Professor of Public Interest Law and Director of the Criminal Justice and Juvenile Cases (CJJC) Clinic at the University of Chicago Law School. CJJC represents indigent clients accused of crimes in both juvenile and criminal courts throughout Cook County. Prior to law school, she worked as an Assistant District Attorney, Supervisor, and Deputy Chief of the Sixth District in the Cook County District Attorney’s Office. Her work there included conflict cases and litigation related to executions. Professor Conyers is also actively involved in criminal justice and juvenile justice policy and reform and is currently Chair of the Juvenile Justice Initiative. She is a faculty member emeritus and former board member of the National Criminal Defense College, and continues to lecture and speak around the country. Professor Conyers received her BA and JD from the University of Chicago.
Edward Feldman: Mr. Feldman is a partner at the Chicago law firm Miller Shakman Levine & Feldman LLP, where he has been in practice since 1988. His practice focuses on complex civil litigation, civil rights, and professional liability matters. He previously worked as a law clerk for US District Judge Marvin E. Aspen, and then worked for two years as a clinical fellow at Northwestern University Legal Clinic. He has been an Assistant Professor of Law at Northwestern University since 1988 teaching Trial Advocacy and Ethics, and has also taught Trial Advocacy at the University of Chicago Law School. He is a past chairman of the Chicago Bar Association’s Professional Responsibility Committee and chairman of the Chicago Lawyers’ Committee for Civil Rights. He received his BA/BA from the University of Illinois and his JD from Harvard Law School.
Betty Y Gang: Ms. Zhang is the founder of BYJ Law LLC, a law firm that specializes in general advisory services to start-ups. She previously served as Chief Legal Officer and General Counsel in several public and private firms, worked for a national law firm, was an assistant professor at the University of Illinois School of Law, and began her career as an Assistant Public Defender in the Public Defender’s Office. In addition, she worked as an advocate for and with youth in national campaigns and represented needy youth in various judicial and administrative procedures. Ms. Llorente has worked for various organizations, including the American Bar Association and the Illinois Hispanic Bar Association. Prior to joining Northwestern, she practiced corporate law at Baker & McKenzie in Chicago. She holds a BA from Duke University and a JD from Northwestern Pritzker School of Law.
Lori Mikva: Ms. Mikva is a commissioner in the Court of Claims of Illinois, and she also serves on the Board of Directors of the Legal Services Corporation and on the American Bar Standing Committee on Volunteering and Public Service. Most recently, she was a clinical professor at Northwestern University Pritzker School of Law. Ms. Mikva previously served as an attorney with the Illinois Department of Employment Security and Legal Aid of Lincoln Land, and has also served as an Assistant Public Defender in the Champaign District Attorney’s Office and the Maryland District Attorney’s Office, Appellate Division. . She holds a BA from Beloit College and a JD from New York University School of Law.
Zaldwinaka (“Z”) Scott: Ms. Scott currently serves as President of Chicago State University, a position she assumed in 2018. From 1987 to 2003, she served as a federal criminal prosecutor in the US Attorney’s Office for the Northern District of Illinois, serving in various administrative positions including Chair of the Division General crimes. After serving in the US Attorney’s Office, she served as Executive Inspector General for the Illinois Governor’s Office (2003-2005) and worked as a partner in the Chicago office of Foley & Lardner LLP. She also worked for four years as an Associate Corporate Counsellor in the Office of Corporate Counsel for the City of Chicago (1983-1987). She has taught as an instructor at Northwestern Pritzker School of Law, University of Chicago Law School, and California International School of Law (formerly John Marshall College of Law). She received her BA from the University of Illinois, Urbana-Champaign and her JD from Indiana Mawr University-Bloomington School of Law.
Carlina Tapia Ruano: Ms. Tapia-Ruano is the principal and founder of the Chicago office of Tapia-Ruano & Gunn PC. She has practiced in the field of immigration law for more than forty years, with a focus on family and waiver applications and representation before immigration courts. She is a past president of the American Immigration Lawyers Association and past president of the Chicago Bar Association’s immigration law division. Ms. Tapia Ruano is a frequent speaker on immigration laws and is a former assistant professor at the International Institute of Technology Chicago-Kent School of Law and at DePaul University School of Law. She earned her BA from Illinois Wesleyan University and her JD from DePaul University School of Law. She was born in Cuba and immigrated to the United States as a refugee.
